PLDM suggests criminalizing electoral corruption
The Liberal Democratic Party (PLDM) proposes imposing fines and even instituting jail terms for the election competitors who will try to corrupt voters. A group of lawmakers of the party put forward a bill to this effect, which contains amendments to the Penal Code, Info-Prim Neo reports.
Liberal-Democratic MP Tudor Deliu told a press briefing on November 29 that the promising, offering or giving of money, goods, services or other benefits in order to make the people vote in a certain way in the parliamentary or local elections or in referendums should be punished with fines of 4,000 to 10,000 lei.
Other penalties proposed include bans on holding particular posts or performing particular activities for a period of up to three years or even one to five years’ imprisonment.
The goods that cannot be given to voters include foods, alcoholic and non-alcoholic beverages, tobacco products and others. This group of goods does not yet include the electoral propaganda objects paid from the electoral fund, which bear the name and surname of the electoral candidate and the name of the political party that he/she represents. The offering of posters, brochures, calendars and notebooks cannot be considered a violation. The voters can be also offered books, bags, T-shirts, caps, scarves, vests, pelerines, and jackets that cost less than 40 lei.
Tudor Deliu said the article that is proposed to be amended was modified last year, but the made changes allowed different interpretations as the objects that can be offered to voters were not specified.
