Possible scenarios for parliamentary elections based on mixed electoral system

There is a low probability that one of the three political contenders that have chances of entering Parliament according to polls – the PSRM, ACUM and PDM – would gain the number of votes needed to form a one-party government. Therefore, a number of scenarios are possible after the parliamentary elections. Among these is the formation of a coalition government that could be created in case of successful negotiations between at least two of the three political competitors, says a study that was presented in a roundtable meeting organized by the Institute for European Policies and Reforms (IRPE) and the Konrad Adenauer Foundation Moldova, IPN reports.

IRPE associate expert Mihai Mogâldea said there is also another scenario. One of the three political contenders – the PSRM, ACUM and PDM – will be able to create a coalition government with the support of independent candidates or of representatives of other political parties that could enter Parliament, especially through electoral districts. According to the third scenario, one of the three election runners will be able to create and manage a minority government supported by one of the two electoral contenders. There is also the possibility that no government will be formed after the upcoming parliamentary elections and early elections will be thus held.

IPRE assistant researcher Diana Králová noted that one of the conclusions of the study is the fact that the absence of local TV channels in 14 of the 46 analyzed electoral districts could negatively influence the development of the election campaign in single-member constituencies. As the TV channels are the main source of information for over 85% of the Moldovans, there is a visible risk that the coverage of the election campaign will be improper. Moreover, the TV channels with national coverage will be able to promote their own feature programs related to the election campaign in these constituencies. “Given that six of the most popular TV channels are politically affiliated, the local broadcasters could ensure greater transparency and correct informing of potentials voters in the given constituencies,” stated Diana Králová.

The roundtable meeting “European Dialogues: Possible scenarios for parliamentary elections based on mixed electoral system” was organized within the Project “European Dialogues”. Polina Ojog, programs coordinator at the Konrad Adenauer Foundation, said the subject is topical in the context of the parliamentary elections of February 24, 2019. Together with IPRE, public debates as part of this project were held the previous years too, including on the implementation of the Association Agreement with the EU, the Energy Package and the AA’s provisions on government procurement.
