Sergiu Sarbu: Constitution can be amended only by revolution

Communist lawmaker Sergiu Sarbu in a news conference on Tuesday said that German judges and experts in constitutional law support the PCRM's position that the supreme law of Moldova should not be amended, Info-Prim Neo reports. On his return from Germany, Sergiu Sarbu said that German judges and specialists told him that no organic law can amend the Constitution, and the procedure for electing the head of state that is defined in the supreme law cannot be modified by an inferior law. The adoption of a new Constitution is a revolutionary act as the present supreme law does not stipulate a method for electing the head of state when the post is held on an interim basis two consecutive terms. The Constitution can be amended only by a revolution, the Communist MP said. The Liberal leader Mihai Ghimpu formed part of the group of Moldovan lawmakers who paid a visit to Germany last week. Sergiu Sarbu said that Ghimpu was always busy with other things and ignored the discussions. “Mihai Ghimpu was not always present at the discussions. He went out every 15 minutes. He thus missed important subjects concerning the constitutional crisis in Moldova,” said the Communist lawmaker, adding that Ghimpu insisted that the judges of the Constitutional Court of Germany provided only answers that suited him.
