Even if Moldova has the legislation needed to fight discrimination and inequality, the state should do more to implement this legislation. The authorities must assure the population that their deeds correspond to their words. Such conclusions are contained in a report on discrimination and inequality fighting in Moldova that was compiled by the international organization Equal Rights Trust and Promo-LEX Association, IPN reports.
The report points to numerous discrepancies between the national legislation and the actions of the state. “The state didn’t take measures to abrogate the discriminatory legal provisions that affect such groups as the lesbians, bisexuals and transsexuals as well as the persons with disabilities. The authorities didn’t effectively implement the laws that ban discriminatory violence,” says the report.
According to it, the fact that the persons with mental disabilities are abusively deprived of competence and are often institutionalized in inhuman conditions is one of the greatest stains on the collective conscience of Moldova
When presenting the report, Olga Manole, coordinator of the program “Human Rights” at Promo-LEX, said that the persons with disabilities represent less than 1% of the workforce in Moldova. The people with special needs depend on benefits and allowances of about 1,000 lei a month given that they have greater necessities of medical assistance and treatment than other persons who do not have such problems.
The report shows that the authorities weren’t efficient in the implementation of the laws that ban discriminatory violence, especially against women. The state also didn’t manage to adopt measures to improve the protection of the victims of domestic violence, despite the relevant decisions passed by the European Court of Human Rights.
In the private sphere, despite a clear legal ban, the employers and service providers continue to discriminate on grounds of ethnicity, sex, state of health or age.
The report authors formulated a series of recommendations for the Government. Among these is the necessity for Moldova to ratify European instruments and instruments of the United Nations in the area of human rights. The Government should also ensure the complete implementation of the Law on Equality of Chances and should do reforms to enforce the provisions aimed at fighting inequality.
