Amendments to Budget Policy declared constitutional

The Constitutional Court declared a number of amendments to the Budget Policy to be compliant with the Constitution, after they were challenged by a group of Communist deputies. Communist Party's lawyer Sergei Sirbu earlier stated that the amendments allowed the Government and the Ministry of Finance to do “whatever they want” with the Budget without asking Parliament. According to Sirbu, the amendments gave the Government and the Ministry “the liberty to manage the budget deficit and introduce external loans and grants into the State Budget without amending the Budget Law through Parliament”. However the Constitutional Court found that the purpose of the foreign loans used by the Government, and not included in the Budget, was specified by the corresponding credit agreements, which are actually ratified by Parliament. Thus, the Court held that the Parliament's control was not violated by the challenged amendments. The Constitutional Court's decision is irreversible.
