President Igor Dodon abuses particular instruments provided by law and misunderstands the notion of supreme commander of the armed forces. This is how Speaker of Parliament Andrian Candu commented on the President’s order to ban the participation by National Army service members in all kinds of events abroad in a press briefing on September 8, IPN reports.
Andrian Candu said in the next meeting of the Supreme Security Council he will insist that the agenda should include the abuses of the President in the field of military exercises and the damage caused to the state security by non-participation in these exercise. “The non-participation in military exercises entails the diminution of the defense capacities of the National Army and those who are to blame should answer for this. The observance of the legislation will be assessed. We will draw conclusions and will act appropriately,” stated the Speaker.
Andrian Candu noted that Igor Dodon should not forget that he has limited powers and these are well defined by law. There was a plan of action for the participation by Moldovan military units in exercises. “The non-participation means that our army remains untrained and ineffective. What kind of commander are you if you don’t care about the army? It is regrettable that there is a conflict between the Government and Parliament with the presidential administration, which perceives the essence of state security in a different way. The President does not understand how the Republic of Moldova should protect itself if need be and this is condemnable,” he said.
President Igor Dodon, as the supreme commander of the armed forces, on September 8 signed an order by which he bans the participation by service members of the National Army of the Republic of Moldova in exercises, operations, studies, missions, training, courses and any other type of events abroad, without his prior consent. The President also requested to dismiss the deputy minister of defense, who now serves as acting minister, for the violation of the order of the supreme commander of the armed forces concerning the participation by National Army personnel in military exercises in Ukraine
