The decree to constitute the national council for the reform of the legal system issued by Acting President Marian Lupu on May 19 provoked bewilderment in the Government. Shortly afterward, Prime Minister Vlad Filat announced that the executive abandoned the intention to set up a council for the reform of the legal system, which was to pursue the same goals.
