MPs pass new law on police
Parliament adopted in the first reading a bill that defines the work and status of the police officer. Minister of the Interior Dorin Recean said the major goal of the law is to depoliticize the police service. The minister will no longer be the chief of the police as now and will not be able to become involved in the work of the police. The police will be managed by the chief of the Police Inspectorate, Info-Prim Neo reports.
According to Dorin Recean, from structural viewpoint the police will be organized into the General Police Inspectorate, specialized subdivisions and territorial subdivisions. The police will be composed of the Criminal Police and the Public Order Police.
The General Police Inspectorate will be the central administration and inspection body of the police. The Inspectorate’s chief will be named by the Government for a five-year period.
Dorin Recean said that based on the principles of depoliticization, delimitation of powers and strengthening of the police service, the Ministry of the Interior will set the strategic directions of the police for implementing the Government’s program. It will also draft and promote state policies on the police, will monitor the work of the police, will approve the financing policies, etc.
The minister also said that in order to prevent corruption, the policemen will be employed only on a contest basis. They will be regularly given different tests.
Though the Liberal MPs voted in favor of the bill, they had a number of objections. Valeriu Munteanu said that nothing is said about the local police and the fact that the police officers must know the Romanian language.
The Communist faction did not vote for the bill. Artur Reshetnikov said that it is a demagogical bill and the chief of the General Police Inspectorate will be again a figure of the alliance.
