The legislative referendum on the annulment of the mixed-member electoral system could be held in accordance with the time limits stipulated in the legislation if the Central Election Commission does not have an evidently political behavior and registers the initiative group, Stefan Gligor, programs director at the Center for Politics and Reforms, said in the talk show “Expertise hour” on Jurnal TV channel, IPN reports.
“We have enough time to collect the required signatures during 2-3 months and, if Parliament does not abuse this people’s initiative to bring things to normality, we will manage to organize the referendum before the legislative elections of this autumn or winter,” stated Stefan Gligor.
Analyst Cornel Ciurea said he cannot imagine how the adopted mixed system can be changed this year. “No one denies the fact that the initiative of civil society is a democratic approach, but we should analyze the improvements suggested by this. By making improvements, the initiative group admitted that it committed particular irregularities in the previous process,” stated the analyst.
Former CEC member Stefan Uritu said the Socialists are afraid of losing their seats in Parliament and thus introduced a new electoral system. “In 2013, when the first attempt to introduce the mixed system was made, I visited a number of states and saw that this system works for those who are wealthy. Now they buy only MPs from parties, but later they will buy to a greater extent,” said Stefan Uritu.
Socialist MP Grigore Novac noted that the mixed electoral system cannot be changed because some people want this. However, it is the right of the initiative group to insist on the anti-mixed system referendum.
The initiative group for organizing the legislative referendum by which to annul the mixed-member electoral system decided to repeat the registration procedure. Members of the group said a general constitution assembly will be staged on February 11. The procedure will be rerun after the Central Election Commission refused to register the initiative group, invoking violations of the rules. If the Commission registers the group, this will have to collect at least 200,000 signatures in favor of the referendum within two-three months.
