The water supplier Apa-Canal Chisinau (ACC) cleared the debt of 11 million lei to Moldovagaz. From November 3, all the apartment buildings, medical, school and preschool institutions located in the Airport zone and Codru town of the municipality of Chisinau will be connected to heat supply, Info-Prim Neo reports, quoting a communiqué from ACC.
The gas supplier sequestrated ACC’s accounts on October 15, saying they will become available if the water supplier pays 3 million lei by October 20. ACC transferred the sum on time, but Moldovagaz imposed a new condition – to settle the debt of 11 million lei by November 2. Thus, the two thermoelectric plants owned by SA Apa-Canal Chisinau have been connected to the natural gas supply.
ACC is on unequal positions compared with other monopolists like Termocom, Moldtelecom, Moldovagaz and Union Fenosa, which can impose drastic conditions and whose tariffs are reviewed yearly, the communiqué says.
The water supplier says that Termocom, CET-1, CET-2, Moldcarton and the municipal housing stock owe 300 million lei to ACC. If ACC acts as the other monopolists, the municipality of Chisinau will remain without heat in the height of winter, while Union Fenosa without a part of the electric power produced at CET-2.
The administration of ACC considers that the ultimatums are not welcome when the temperatures are below zero outside and under 12 degrees Celsius in apartments. “Moldovagaz should use a more flexible and humane strategy and take into account the circumstances to which Apa-Canal Chisinau must adjust,” it is said in the communiqué.
