The National Agency for Energy Regulation (ANRE) is the public authority that will control the public water supply and sewerage services. It will issue licenses to operators that will provide water supply and sewerage services at country, region, district, and settlement levels. A bill to this effect was approved in the March 7 meeting of the Government, Info-Prim Neo reports.
Under the bill drafted by the Ministry of the Environment, the local councils will continue to set the water supply and sewerage charges based on a methodology worked out by the ANRE. The Agency will make sure that these charges are applied correctly.
The licenses for the provision of water supply and sewerage services are issued for a period of 25 years. The ANRE will be able to withdraw the license if the service operators do not honor their obligations. If the license is withdrawn, the license tax is not paid back.
The bill authors said the meters should be purchased, installed, replaced and checked by the operator that provides services for apartment buildings, houses, and dormitories. The public institutions can sign contracts in this respect with the services operator.
