This year SA “Apa-Canal Chisinau” has invested 102 million lei in the rehabilitation of about 30 km of networks and reduced the number of leakages to 12,000, which is by 2,300 fewer than last year. This is the best indicator in the last six years, the company’s technical director Vitalie Midari said in a meeting at the Chisinau City Hall, IPN reports.

The losses of water in 2013 decreased by 1.5 million cubic meters compared with last year. There were replaced 50% of damaged hydrants.

Among the accomplishments this year, Vitalie Midari mentioned the working out of an electronic map of hydrants, which is available on the Internet and can be accessed by the Emergency Situations Division in case of a fire. A project was designed to connect the water pipe to the Nistru water station, which will enable to sign contracts for the supply of water at lower prices.

Foreign investments of €61.8 million were attracted in 2013. There were ratified two contracts for a loan of €48 million and a grant component of €13.8 million with the EBRD and the EIB. The money is to be used during the next 3-4 years.

The Law on the Public Water Supply and Sewerage Services was adopted in the final reading. According to Vitalie Midari, it is a revolutionary law that changes many water supply rules. The law provides that the water and sewerage charges are set by the local authorities, but can be also approved by the National Agency for Energy Regulation. The law comes into force six month after the publication in the Official Gazette.

As to the failures of 2013, Vitalie Midari said the problems as regards the difference in the volume of water measured by the meters at the entrance to the block and that measured by the individual meters could not be solved. As a result, the company sustains losses (37% of all the losses). This year, SA “Apa-Canal Chisinau” failed to earn incomes of 55 million lei, while the debts that cannot be recovered rose to 59 million lei.
