The Cabinet gave a negative appraisal to a legislative initiative submitted by the members of the European People’s Party parliamentary group, who proposed adding a paragraph to the Press Law, which would specify that the periodical press can be distributed also under ambulatory trade. The executive held that the problem treated in the bill is unfounded, IPN reports.
The Cabinet’s note says the periodicals can be distributed through retail outlets, either stationary or ambulatory. The Press Law contains no interdictions as to the forms of distributing the press. Also, in accordance with the Law on Domestic Trade, the trading activities performed at the local level are managed and administered by the local public authorities in accordance with the national regulations. In the managed settlements, the local authorities formulate bans and requirements concerning the trading activity, including ambulatory trade, in the perimeter of particular areas or during particular days or hours.
According to the authors of the initiative to supplement the Press Law, among whom are MPs Simion Grisciuc, Gheorghe Mocanu, Aliona Gota and Stefan Creanga, such provisions would facilitate the distribution of periodicals. The MPs argued that the national press editors face impediments in the process of distributing the press.
