The quota of national products aired by broadcasters working within Moldova’s jurisdiction and the period of prime time will be increased following amendments to the current Broadcasting Code passed by Parliament in the first reading, IPN reports.
Liberal MP Lilian Carp, who is one of the authors of the adopted changes, said the broadcasters and service providers will broadcast 80% of the national news and feature programs in the Romanian language. These are allowed to broadcast news and feature programs produced in the EU member states, the U.S. and other states that ratified the European Convention on Transfrontier Television.
Democratic MP Sergiu Sarbu, who is the author of another amendment, said the period of prime time is extended by two hours – from 6pm to 12 midnight. The national products will represent at least eight hours of the daily broadcast volume and will be transmitted between 6am and 12 midnight. At least six hours of national products will be broadcast during prime time, while four of the six hours must be in the official language. The audience will be measured by a company that will be selected at a public tender contest at least once in five years.
The Communist lawmakers criticized the initiative presented by Sergiu Sarbu, saying the authors introduce norms for the national products, but should also provide stimuli and create appropriate conditions for producing national programs.
Deputy Minister of Justice Nicolae Esanu presented another amendment, which stipulates that the penalty to suspend and withdraw the broadcast license imposed by the Broadcasting Coordination Council will take effect only after it is challenged in court, if those who are penalized intend to do this.
Last week, Parliament passed a new Broadcasting Code in the first reading. When the Code takes effect, the changes adopted today will be introduced as amendments to it.
