“The charges are too thin”, Chisinau Mayor Dorin Chirtoaca commented on the charges laid by the Anticorruption Center against five City Hall officials who are suspected of abuse of authority. He explained that the officials signed a commissioning paper for an apartment block with many irregularities upon the dwellers’ insistent request. The Mayor has a solution to avoid such situations in the future, Info-Prim Neo reports.
“In the future, if such situations occur when the dwellers demand the commissioniong of an apartment block or other building in the city, things will be publicized so that the blame won’t fall on us later”, said the Mayor.
The Mayor said that the City Hall and its subdivisions were accused, even though they opposed and only gave in to the dwellers’ insistent requests. “The discussion that took place at the Anticorruption Center was useless. They only speculated empty accusations and names of people”, he added.
Praetor of Ciocana sector Galina Bostan said that the block was to be put into use in 2007, but this was done only in 2011at the request of dwellers with letters of guaranty from the construction company that the works would be finalized. “There were numerous meetings at the praetor’s office and at the City Hall. These people and their children had no place to stay. We took this step to help them”, said the Praetor.
The deputy chief of the division for discipline and authorization in constructions Vasile Olaru said the final acceptance paper was signed by competent people, including from the State Inspectorate in Constructions, which proves the satisfactory quality of the construction. He admitted that many apartments weren’t connected to the gas piping because the beneficiaries didn’t pay their part to the company that built the piping for several neighboring blocks.
Radu Blaj, head of the architecture division, declared that he was one of those who signed the paper. He said that the document was signed on the scene. The pipes were installed and although the gas meters weren’t installed yet, a part of the dwellers had already moved in.
On Wednesday, September 19, the Center for Fighting Economic Crimes and Corruption announced that at least 5 City Hall officials, including Deputy Mayor Nistor Grozavu, are charged with abuse of authority for signing the final acceptance paper for an apartment block in Ciocana district which didn’t meet the technical requirements. As a result of investigation, it was found that 14 norms weren’t met for putting the building into use.
