ECHR notifies Moldova of case on use of torture by police officers

The European Court of Human Rights (ECHR) informed the Government of Moldova about the case of Repescu and Repesco versus Moldova, which refers to the use of torture and inhuman and treatment by police officers in police commissariats, Info-Prim Neo reports, quoting a communiqué from Promo-LEX Association. On August 11, 2007, the brothers were arrested and taken to the Botanica Police Commissariat, being accused of killing a person. According to the plaintiffs, there they were maltreated by policemen into confessing to murdering that person. The inhuman and degrading treatment included punches to different parts of the bodies of the plaintiffs, and the use of gas masks in order to block the oxygen until the brothers lost consciousness. They also said that they were threatened with death if they refused to make statements and others. After a series of trials in national courts, which did not do them justice, the brothers filed an application to the ECHR, on May 3, 2011. The plaintiffs complained about the violation of Article 3 of the European Convention on Human Rights, the use of ill-treatment by police officers, the lack of medical assistance while in detention and the inability to efficiently investigate their complaint about ill-treatment.
