Freeze on City Hall accounts not political, Justice Ministry
The Ministry of Justice denies the accusations by the Municipality that the freeze imposed on the accounts of the Chisinau City Hall is a political measure and calls on the city authorities “to avoid politicizing the situation, because this is entirely a legal matter”, Info-Prim Neo reports.
In a press release, the Ministry says that blocking the City Hall's accounts was not meant to foil preparations for the upcoming Chisinau Day and prevent city employees from getting their salaries, and that “all the actions by the Enforcement Department were exclusively aimed at enforcing certain final judgments”.
The Ministry also asserts that the Chisinau City Hall and the Municipal Council have so far failed to enforced over 450 writs and court orders, which defies and undermines the confidence in the the judicial system, results in human rights violations, leads to the rise in the number of cases lost at the European Court of Human Rights and harms the image of the Republic of Moldova internationally.
The Justice Ministry further adds that the municipal authorities “have been repeatedly and over a long period of time warned to unconditionally execute final judgments, but no effective measures have been taken in this respect”.
According to the press release, the Ministry's actions were taken “in order to identify viable solutions to overcome the deficiencies generated by the failure to execute court orders by the authorities of Chisinau municipality”.
Earlier this week, the Justice Ministry's Enforcement Department placed a seize on the City Hall's accounts, blocking any financial move of the local executive body, including those which were supposed to ensure that city employees get their salaries on time and that all the preparations are made for the Chisinau Day. The Municipality described the move as illegal, arguing the non-executed court orders concerned the Municipal Council and not the City Hall.
