Getting officially married is now possible without leaving home

With the launch of the Mobile Signature service, couples in Moldova are now able to obtain a marriage certificate by simply sending an SMS containing the signature to the Civil Registration Service. Besides such certificates, other documents, statements, reports and online applications can be signed remotely as well using this service. E-Governance Center director Stela Mocan told Info-Prim Neo that individuals and legal entities can get a mobile signature by asking for a special SIM card at Moldcell or Orange outlets. The card, which comes with a tariff plan and subscription, will include the mobile signature and a unique PIN code. To obtain a document with a mobile signature, the holder should access the service through the internet, fill in a form and include the phone number, after which the holder receives a short message where he/she is asked to confirm the request by sending the PIN code. At this stage, 20 out of 500 public services are digitalized. Stela Mocan revealed that more digitalized services will be made available in a few weeks. Under the Law on Electronic Documents, a digital signature has the same legal power as a handwritten signature. Until the end of 2012, mobile signature services from all operators will be free of charge. Starting 2013, they will cost 10 lei or more.
