A draft Government decision put forward by the Academy of Sciences of Moldova could cause damage of almost 10 million lei to the state. The conclusion was formulated by experts of the National Anticorruption Center, who appraised the document, IPN reports.

According to a press release of the Center, in its application the Academy of Sciences asks for an appraisal of the draft decision by which three plots of land located at 5 Sprancenoaia St in Chisinau are transformed from public property into private property of the state. The Academy also suggests substituting a number of plots situated on Academiei St with lots from 5 Sprancenoaia St.

The assessment carried out by the National Anticorruption Center shows that the draft decision promotes particular interests and causes damage to the state, while the Academy of Sciences is directly interested in facilitating the transfer of plots from public property under the property of private individuals and legal entities, the latter aiming to consolidate the ideally located plots for erecting apartment buildings on them. As a result of such transactions, damage of over 9.4 million lei could be caused to the state.

Earlier, the National Anticorruption Center opposed the approval of this draft decision and two times issued negative appraisals, based on a number of analyses carried out in this regard, including the alleged ties of a citizen who founded the construction company SRL Lucet – Comert with the Chisinau City Hall. The company in 2015 signed contracts for performing works to the value of 3.8 million lei with the National Economic Research Institute of the Academy of Sciences.

In conclusion, the Center says the draft decision promotes the interests of the Academy of Sciences, on the one hand, and of private individuals and legal entities, on the other hand.
