Local authorities say they do not have enough money to organize conscription campaign
The Government at its last meeting set the number of young people that will be drafted into the National Army, Info-Prim Neo reports.
Minister of Defense Vitalie Vrabie said that 1,370 young men will be conscripted for full military service, including 750 into the border guard troops and 890 into the carabineer troops. Up to 25 men will be called up for reduced military service in the National Army and up to 50 in the border guard troops.
The conscription will take place in two stages: from May 6 to May 15 and from June 2 to June 14, 2008.
The Government’s decision says that the Ministry of Local Public Administration and the Ministry of Defense in concert with the military centers will set the conscription quota for town and village mayors’ offices and will cooperate with the local public authorities in properly organizing the recruitment.
The activity of the conscription commissions and the organizational activities at local level, including the transportation of the young people to the conscription commissions and to the military centers, will be financed from the budgets of the territorial-administrative units. The transportation to the place where the conscript will do the military service will be financed from the budgets of the Ministry of Defense, the Ministry of the Interior and the Border Guard Service.
Recently, when the Ministry of Finance and the Ministry of Local Public Administration put forward a bill on the local public finances for public debates, the public authorities said that they do not have enough resources to organize the conscription of the young men into the army and pointed to a number of problems that result from this. In particular, they said that they do not have money to finance the preliminary medical test required by the legislation and the medico-military examination of the recruits by the medico-military commissions under the district administrative-military bodies.
Under the Government Decision, the military men called up in May-June 2007 will be discharged from the army in May-June 2008, when their period of training in the army expires. They will be in reserve. The military men that will be drafted for reduced military service in May-June 2008 will be discharged from the army in August – September 2008.
