The small entrepreneurs holding patents ask the authorities to take determined steps to stimulate the small businesses. Otherwise, they will have to take again to the streets. “The economic reforms have not yet started, but they are hostile to the small businesses. Inspections are carried out 2-3 times a week and heavy fines are imposed,” president of the Small Business Association (AMB) Eugen Roscovanu said in a news conference on April 18, Info-Prim Neo reports. The patentees complain about the high price of the patents and that the tax inspectors demand that they change the legal form of organization and register as private entrepreneurs, without having a legal document. Eugen Roscovanu said the patent holders are forced to use cash registers. “The traders who have small rooms without ventilation and heating cannot meet these conditions,” he stated. The patentees also demand annulling the summons to appear in court for not paying obligatory health insurance contributions and decreasing the price of the health insurance policy by 75%, as for the farmland owners. Olga Ceapchei, head of AMB branch in Stefan Voda, said a conflict situation arose at the market in Olanesti village, where the small entrepreneurs coming from Transnistria are not obliged to have a patent, while those from the right bank of the Nistru must have it. In another development, Olga Ceapchei said the legislation disadvantages the patentees as they are entitled to neither paid sick leave nor maternity leave. A month ago, the patent holders submitted their sevenths petition to Parliament, but received no answer yet. They ask reducing the price of the patent, increasing the number of areas where the small entrepreneurs can work on the basis of patent, issuing the entrepreneurs’ patent to the family, decreasing the tax on obligatory social insurance and health insurance, etc. Since 2005 until 2008, the patentees staged a number of protests, expressing their disagreement with the amendments made to the Law on the Entrepreneur’s Patent.
