The September 15 meeting of the Chisinau Municipal Council (CMC) was adjourned as the quorum was not present. The councilors of the Alliance for European Integration did not come to the meeting, while the Communist Party was represented by 24 of the 26 councilors, Info-Prim Neo reports. “As far as I know, intense negotiations are held to form the specialized commissions. Consultations have been held this morning as well, but no consensus was probably reached. It seems that problems arouse meanwhile,” said Mayor General of Chisinau Dorin Chirtoaca. Ion Gabura, chairman of the Liberal faction on the CMC, said the Communist councilors insist on managing six of the seven permanent commissions. “The Liberal councilors were absent because they do not agree with the demands of the Communist faction, which wants to control all the commissions. Today’s discussions with the leader of the Communist faction produced no results. We consider that four of the seven commissions should be headed by representatives of the PCRM, while the other three by representatives of the Democratic parties,” said Ion Gabura. The appointment of deputy mayors was also raised during the discussions. According to Ion Gabura, the PCRM wants to name all the deputy mayors. Dorin Chirtoaca said the deputy mayors can be appointed later as there must be created the specialized commissions first. The head of the Liberal-Democratic faction on the CMC Ghenadie Dumanschi said the Liberal-Democrats did not come to the meeting because they were asked by their colleagues from the ruling alliance not to take part in it. “We were ready to take part, but our colleagues asked us respectfully not to attend the meeting as the secretary of the CMC was absent. Nobody discussed the formation of commissions with us,” said Ghenadie Dumanschi. According to the agenda of the September 15 meeting, the municipal councilors were to approve the composition of the specialized commissions. Under the regulations of the Council, a meeting is legally valid when it is attended by 26 councilors with the right to vote. The Communist faction now includes 24 councilors. Zinaida Greceanyi and Igor Dodon renounced their seats of councilor. They will be replaced by the next two candidates from the PCRM’s list. The next meeting of the CMC will be convened after the negotiations on the creation of the commissions are over.
