The state-run document issuing enterprise “Registru” does not have an integrated methodology for determining the cost of validating documents for population, shows a report by the Audit Office for 2010, Info-Prim Neo reports. Presenting the results of the audit report, Sergiu Stirbu, deputy department head at the Audit Office, said that after the previous inspection carried out in 2008, IS “Registru” was warned about the absence of clear regulations as regards the inclusion of the costs in the price of the documents issued to the population and of descriptions of the production process, including the personnel and subdivisions involved in document issuing, the time spent and materials used to produce documents. “The method used now to set charges allows increasing the document production costs about three times,” said Sergiu Stirbu. Irregularities were identified when setting salary increments and employing labor. The company performs a number of entrepreneurial activities such as training services, making of stamps, production of metal objects and printing, which do not allow it to focus exclusively on the production of identification papers and specialized forms. The Audit Office recommended working out and approving a methodology for determining the real prices of the document production services. The Office will suggest maintaining the legal-organizational form of “Registru” – of state-run enterprise, and creating an independent department that would deal only with document issuing. Minister of Information and Communication Technology Pavel Filip said that after the administration of “Registry” was changed this April, effort was made to optimize the costs and exclude the sectors that generated losses. As a result, the price of passports was slightly decreased. A number of contracts signed with suppliers of raw material were reviewed and the number of units of transport was decreased. The optimization process goes on. As regards the creation of an independent department, Pavel Filip said the efficient management is more important than the company’s legal-organizational form as it must provide services of a high quality at reasonable prices.
