Tax exemption for Glorinal ruled unconstitutional

The amendment adopted by Parliament in July 2013 exempting the construction company Glorinal of paying 25 million lei in taxes has been ruled unconstitutional, IPN reports.

MP Valeriu Munteanu of the Liberal Party, who helped to file the application with the Constitutional Court, said that never before in the history of Moldova had one particular company been exempted from taxes. He recalled that the proposal was submitted by the Parliament's economy and finance commission without prior consultation.

The Liberals' appeal argues that the measure violated the principle of competition. Further, the appellants observed that the proposal to grant the exemption to Glorinal was adopted despite the Government's formal disapproval and that the legislative proposal didn't have an exact author.

In its decision, the Constitutional Court also prescribed Parliament to revise a number of articles in the Parliament's Regulations related to the applicants of legislative initiative.
