In the case of parliamentary elections, presidential elections and national referendums, a separate electoral district will be constituted for voters from localities situated on the left bank of the Nistru River. This will be equivalent to electoral districts of administrative-territorial units of the second level. The voters who will cast their ballots at polling stations established for localities of the Transnistrian region will have to confirm on their own responsibility the refraining from multiple voting. This is provided in draft regulations on the establishment and functioning of polling stations for voters from localities located on the left bank of the Nistru, which were presented by the Central Election Commission, IPN reports.
If, when entering the voter’s personal data into the State Automated Information System “Elections”, it is determined that the person was already registered as having voted, the electoral office of the polling station will draw up a report on the detection of a multiple voting attempt. The electoral office will warn the voter about criminal liability for multiple voting and will allow this to exercise the right to vote. The voter’s refusal to sign the minutes will be confirmed by voting witnesses. The drawn-up minutes will be sent to the district electoral council or to the Central Election Commission.
Elections or referendums at separate polling stations set up for voters from localities situated on the left bank of the Nistru River will be monitored by accredited national and international observers. According to the draft regulations, polling stations for voters from Transnistria localities will not be established for local elections and referendums.
