50 families swindled out of money and apartments

About 50 families from the municipality of Chisinau remained without money and apartments after signing homebuilding contracts with the construction company II “Tomaili Argo” in 2008 and 2009. Two apartment buildings were to be erected on Ion Domeniuc St in Chisinau. The investors’ initiative group, together with the lawyer who represents them, called on the authorities to intervene and deal with this case, IPN reports.

Lawyer Andrei Briceac told a news conference that under the investment contracts, the company was to finish the construction works in May 2010. The people paid up to 80% of the apartments’ price, but the works haven’t been completed.

Andrei Briceac said that in September 2012, the persons who invested in the construction of homes, established that the two blocks were on the list of facilities put up for auction by BC “Banca de Economii” SA. Checking the Real Easter Register, the people determined that on May 21, 2011, II “Tomaili Agro” signed a contract with a third company, “Romanta Plus” SRL, and transferred to it the buildings erected from the investors’ money free of charge. No investor was informed abut this.

“The two blocks were constructed with the money of persons who signed investment contacts with II “Tomaili Agro”, but these persons will not be able to live in them because they are now in the possession of BC “Banca de Economii” SA, which wants to sell them. The investors filed numerous complaints to the bank’s administration and the company that dealt with the construction works, but without results,” said the lawyer.

Vitalie Rusu, one of those who invested money in the construction, said that he signed the contract in the autumn of 2008 and paid over €24,000. He was told then that the construction will be ready in 2010. Eudochia Ciumac signed the contract in 2009 and paid US$377,000 lei, while Ludmila Negru paid €32,000. Maria Nistor signed two contracts, one for her family and another one for her aunt. The two families paid over €57,000. “My aunt raises three children alone and works hard to be able to acquire a place to stay. The children stay with the relatives. My parents live with us in rented accommodation,” said Maria Nistor.

The investors also said that when they ask the Prosecutor’s Office to launch an investigation, they are told that there are no reasons for starting a criminal case. The families seek justice at all the state institutions and ask for the promised apartments.
