The activity of the parliamentary commission of inquiry into the hunting incident in the Domneasca Forest is criticized by the director of the Resource Center for Human Rights (CReDO) Sergiu Ostaf. The representative of civil society had the status of observer in the commission and identified a number of shortcomings in its work, Info-Prim Neo reports. Sergiu Ostaf says in a report that the work of the commission of inquiry must be criticized, especially as regards inappropriate transparency. Any openness shown by the authorities that were questioned in this case was open to suspicion. The commission’s report does not include specific recommendations aimed at remedying the situation. Six of the eight recommendations refer to dismissals and penalties and none of them refers to definite changes. According to the observer, a large part of the conclusions contained in the commission’s report are not based on evidence, but represent the opinions of the dominant side of the commission. Sergiu Ostaf considers that the commissions of inquiries should include more civil society experts. His status of observer was a limited one and he didn’t have access to all the documents presented to the commission. However, Sergiu Ostaf says that the parliamentary control exerted through the commission’s activity had a positive effect. But the Parliament’s Regulations must be modified so as to improve the quality standards in the work of the commissions of inquiry, including as regards transparency. Sergiu Ostaf underlines the necessity of introducing disciplinary, administrative and public answerability for defying the commissions of inquiry and for presenting incorrect, partial or erroneous information. The parliamentary commission of inquiry into the hunting incident in the Domneasca Forest rendered its report in Parliament on February 15. It proposed dismissing all those who took part in the December 23 hunting and those who contributed to hiding the accidental shooting of a man.
