Demolitions of historical monuments imperil people’s lives

The demolitions of historical monuments in the center of Chisinau became dangerous not only for the municipality and the city’s appearance, but also for the lives of the people as they risk remaining without shelter and even family. Chisinau resident Leonid Cechina remained without his mother after a part of a building with the status of historical monument located on Shchusev St was knocked down, Info-Prim Neo reports. “We have lived in this building since 1946. My whole family is here. I spent my childhood here and it is very painful to see how they destroy not only buildings of historical importance, but also our memories. The recent demolitions worsened my mother’s state of health and she died on the morning of June 1. I love Chisinau as this is the most beautiful city in the world, but it is no longer the old city with white stone buildings. The building where I live with my family can collapse at any moment as the executed works weakened its foundation,” Leonid Cechina told a news conference. The family’s lawyer Roman Aronov said that the notarial agreement between neighbors was broken when a part of the building was demolished. Margareta Raducan, who owns an apartment in that building, started to reconstruct it and to erect the second floor without consulting the neighbors. On January 16, the Chisinau City Hall issued an urbanism certificate for designing works to Margareta Raducan, based on the application and documents submitted by her. On March 27, it also issued a reconstruction authorization to her and allowed her to build an attack-like apartment with offices. “The City Hall issued the given documents without taking into account the agreement between the neighbors who own apartments in the building on A. Shchusev St, which was authenticated by the notary,” said Roman Aronov. Leonid Cechina said that before issuing the urbanism certificate, the City Hall should have consulted the neighbors and asked for their written consent, but this condition wasn’t respected. “The neighboring countries do not have such legal documents and agreements between neighbors that have the power of a normative document. We have good laws, but they are not appropriately implemented,” Roman Aronov stated for Info-Prim Neo. On May 29, specialists of the Agency for Monument Inspection and Restoration established that a part of the building situated at 80 Shchusev St was demolished. The given building is a historical monument included in the Register of Protected Monuments under No. 308.
