Disabled persons become more active in protecting their rights, IDOM

The persons with disabilities in Moldova more often inquire how they can protect their rights when they are discriminated, said jurists of the Moldova Institute for Human Rights (IDOM), Info-Prim Neo reports. During a year, the IDOM implemented a project to support the disabled persons, providing legal consultancy and representation in court services for 78 persons. IDOM jurist Radu Bobeica told a news conference that most of the beneficiaries went to the IDOM themselves, while others were directed by other organizations. Many of them invoked that they were deprived of legal capacity. A woman from Chisinau was deprived of this right by her husband, arguing that she is mentally disabled. She found out that she does not have legal capacity in three years, when she tried to manage her own financial resources. The courts refused to accept her application to restore her rights for the reason that she does not have legal capacity. The jurists of IDOM said that Moldova’s legislation on the combating of discrimination on grounds of disability is very good, but is not implemented. The UN Convention on the Rights of the Persons with Disabilities, which was ratified by Moldova in 2010, is not respected either. According to studies, Moldova’s population perceives the persons with disabilities as the most discriminated group. On January 1, 2012, there were 179,800 persons with disabilities in Moldova. More than 14,000 of them were children.
