Domestic violence should be punished with community service, considers prosecutor of Causeni district Ion Orobceanu. According to him, the penalties stipulated by the legislation are not efficient, Info-Prim Neo reports. In a news conference held in Chisinau on November 28, Ion Orobceanu said that the aggressors are currently only fined, but the fine is paid also from the family’s budget. Thus, this method of punishment cannot change the situation. The prosecutor said that in 80% of the cases the victims of domestic violence in Causeni district are women and children. The aggressors are usually persons who drink alcohol or who do not have a job. By a law passed in 2007, the aggressors can be obliged to obey an order for a period of 30 to 90 days. Within this period, they do not have the right to come close to the victim or their families. But most of the times the aggressors break these restrictions. The prosecutor said that the blame is borne by the bodies empowered to maintain order and monitor the families subjected to violence. According to Ion Orobceanu, over the first 10 months of this year the Causeni Prosecutor’s Office issued 54 restraining orders and 20 reports on the non-observance of such orders. There were started 16 criminal cases. Only in one case the aggressor was punished criminally. He was put on two years’ probation. The prosecutor believes that he would have received a harsher punishment if his wife, who was the victim of violence, had made an appeal to the Court of Appeals.
