Mayors in favor of introducing new system for forming local budgets

The new system for financing mayor’s offices will enable the Moldovan settlements to develop more dynamically, in the people’s interests. Such an opinion was stated by Moldovan mayors who took part in training seminars on the implementation of the new system for forming local budgets, IPN reports, quoting a communiqué from the Joint Integrated Local Development Program.

The new financing system enables the villages and communes to keep the money collected from local taxes and to use it to satisfy their needs, encouraging thus the mayors to promote the growth of the tax base in settlements.

Mayor of Sarata Galbena and chairman of the Association of Mayors of Hancesti Stefan Vlas said that when the own incomes increase, the mayor’s office of the village will be able to take out loans and to access development funds for infrastructure-related projects, first of all for extending the water supply and sewerage network and for building 3 km of roads.

Mayor of Festelia, Stefan Voda Nicolae Tudoreanu said the change is first of all a mentality reform that must be supported by amendments to the legislation.

The decentralization reform is aimed at evenly and sustainably developing all the settlements in Moldova, strengthening the local self-government and capacities, and at ensuring broader participation of people in community life, it is said in the communiqué.

The bill with amendments to the Law on Local Public Finances was adopted in Parliament in two readings on July 13. It is to be passed in the third, final reading in the autumn session of the legislative body that starts on September 26.
