Punishment for persons caught driving inebriated to become harsher

The driver’s license will be withdrawn immediately from the person who will commit a road accident under the influence of alcohol. The judge will have three days to confirm the withdrawal of the license. A temporary license will not be issued. The proposal was discussed in the meeting of the National Council for Road Traffic Safety that is chaired by Prime Minister Pavel Filip, IPN reports.

The car of the driver who will be stripped of license will be taken by the police to a special parking lot for money. The procedure will cost the driver 250 lei, plus 50 lei per hour of parking, until this comes to collect the car.

The fine for driving under the influence of alcohol will be excluded. When the legislation is amended, those who will be caught driving under the influence will be obliged to do up to 240 hours of community service at social centers, at the morgue, at cemeteries, to clean the streets etc.

The Penal Code provisions that allowed the person caught driving inebriated to shortly return to traffic will be removed. Those caught driving under the influence were exempted from criminal liability if they committed the first such violation or if they maintained a minor. According to Pavel Filip, the paradox was that those who were fined paid more than those who were freed from criminal liability.

The conditions for returning to traffic for drivers who cause accidents while inebriated will be made stricter. The person will have to take the driving exams again to get a license and to mandatorily attend anti-alcohol training courses. The 20-hour training program will cost 4,000 lei.

Pavel Filip said driving while inebriated became a dangerous phenomenon in Moldova. Even if the fines for driving under the influence are rather heavy, these do not discourage the drivers from drinking alcohol. Of the 5,000 traffic accidents that occurred during the past two years, over 600 were committed by inebriated drivers. In the period, 14,000 persons were caught driving under the influence of alcohol, with 11,000 of these being heavily inebriated.
