Study: Population’s satisfaction with medical services remains at same level

The perception and satisfaction of the population with the quality of services, costs and other aspects of hospital assistance in 2011-2013 remained unchanged even if the program to develop the hospital medical assistance was implemented in 2010-2012. This is one of the conclusions of the second Public Opinion Barometer on health, presented by the PAS Center, IPN reports.

As regards the geographic access to and the use of stationary services, most of the people continue to go to state medical institutions, with the hospitals from district centers accounting for a significant number of assisted patients. Even if the number of persons who receive treatment in private hospital is on the rise, the role of these hospitals in providing hospital services remains modest.

The absolute majority of patients treated in hospitals possess a health policy. The pensioners and persons with disabilities represent the largest groups of patients receiving treatment in hospitals. Most of the unemployed persons purchase a health policy when they need to be hospitalized and not many do this during the first three months of the coming into force of the mandatory health insurance law for a particular year.

Another conclusion of the study is that the quality of stationery assistance remains at a low level despite the efforts made by the sanitary authorities to improve the quality of the hospital assistance. The most vulnerable categories of people that need hospital treatment are the people from villages, the patients receiving hospital treatment at central (national) level, the patients who must undergo surgery, the woman who gave birth, and especially, the children for whom the direct payments, both official and unofficial are on the rise in pediatric wards.

Asked to define the main problems related to hospital treatment, most of the respondents invoked problems related to the quality of services, the organization of medical assistance and the access to services. In 2011, there prevailed problems related to the attitude and behavior of the medical personnel and to corruption.
