Employees in the Republic of Moldova who work without a contract and want to claim their rights can report irregularities confidentially on the website lucrezlegal.md that is managed by the State Labor Inspectorate. This mechanism allows reporting undeclared work in a safe way, and the identity of the petitioner is protected by law, IPN reports.
"Inspectors are obliged by law to protect the identity of petitioners and not to disclose the source of complaints regarding labor violations," said Cristian Gutan, labor inspector at the Chisinau local labor inspectorate.
Petitions must be filled in with the employee's identification data, but the information remains confidential. Based on them, the Labor Inspectorate can carry out checks and propose solutions to remedy the situation. Anonymous complaints are not accepted, according to the Administrative Code.
The Inspectorate points out that undeclared work affects not only employees, but also the entire economy. Without a legal contract, workers do not benefit from medical insurance, paid leave, pension or protection in the event of abuse. At the same time, the state loses important revenues from taxes and social contributions and the financing of public services is affected.
Since the beginning of 2024, the State Labor Inspectorate carried out inspections at 2,299 companies. At 741 of them, persons working without an employment contract were identified, and 80.8% of these were subsequently legally employed.
The fight against undeclared work is part of the National Employment Program 2022-2026, which aims to reduce illegal work and non-contract hiring. Authorities urge employees to use the website lucrezlegal.md to report irregularities and contribute to a fair work environment.
