Areas of Republican Clinical Hospital in focus
The National Anticorruption Center (NAC) will investigate the mortgaging of areas of the Republican Clinical Hospital of an area of 546 square meters, in exchange for four loans of 10 million euros and 97 million lei. The loans were taken out from a bank by several companies with which the authorities established a public-private partnership, Info-Prim Neo reports.
According to Bogdan Zumbreanu, deputy head of the NAC’s General Prosecution Division, after examining documents of the Health Ministry and the Cadastral Office, it was established that a public-private partnership was created in 2010 with several companies that were to provide medical services, by a Government decision. In October 2012, one of the companies asked the Health Ministry to issue a letter of guarantee for the bank and in November the Ministry agreed to mortgage areas of the Republican Clinical Hospital.
In a news conference on January 18, Bogdan Zumbreanu said the company asked only for a letter of guarantee, not mortgaging the areas, but the Ministry, by its letter, agreed to mortgage the offices. Conditions were created for certain areas of the hospital to become private property. If the hospital was reorganized, the bank could claim those offices. No person has been charged yet.
The Anticorruption Prosecutor’s Office is investigating decision makers of the Health Ministry and the Licensing Camber for exceeding their authority, negligence and use of forgery in documents. According to the prosecutors, Health Minister Andrei Usatyi signed an illegal order to transmit areas intended for drugstores from family doctors centers to the joint stock company SanFarm-Prim. The order was challenged by prosecutors in court.
