The concession of the Chisinau International Airport could not be justified, said MP Iurie Tap, chairman of the parliamentary commission that investigated the concession, making reference to the commission’s report. In the program “Black box” on TV8 channel, he also said that the National Anticorruption Center in its appraisal warned the Government that the feasibility study didn’t meet the requirements, IPN reports.
“Figures show it clearly that the concession wasn’t needed. There was no appropriate management on the part of the state. This is the conclusion we reached based on the analysis of the information presented by the state authorities – the Ministry of Finance and the National Anticorruption Center,” stated Iurie Tap.
Oleg Tofilat, ex-secretary of state at the Ministry of Transport and Road Infrastructure, said the contest documentation wasn’t sent to all the companies, including foreign ones, in English and, even if the foreign companies had decided to take part in the contest, they wouldn’t have been able to submit a decent bid in Romanian. “There was no intention to hold a real contest and this is absolutely clear,” he stated.
Sorin Stati, ex-director of MoldData, said that according to the information presented by the National Anticorruption Center, the profit of Aviainvest, which won the contest and manages the Chisinau International Airport, increased considerably. In 2012, the airport had revenues of 8 million, while in 2014 Aviainvest made a profit of 109 million lei together with the made investments.
Investigative journalist Ion Preasca said the documents concerning the airport’s concession to which he had access do not clearly show who is the final beneficiary of Aviainvest company. “There are mentioned some names that are not known,” he stated.
