The Liberal-Democratic and Communist MPs passed amendments to the Parliament’s Regulations, instituting the post of interim Speaker. The bill was put forward by the Liberal-Democrats. Under the bill, the post of interim Speaker will be held by one of the Deputy Heads of Parliament, IPN reports.
MP Tudor Deliu, one of the bill authors, said that the Parliament’s Regulations didn’t contain clear provisions concerning the situations of dismissal, incompatibility or impossibility of the Speaker to fulfill his duties. The bill says that if the post of Speaker becomes vacant in case of dismissal, incompatibility or impossibility of fulfilling one’s duties, this position is held by one of the Deputy Speakers, designated by Parliament decision, on an interim basis until a new Speaker is elected.
The changes were made to Article 14 of the Parliament’s Regulations.
Democratic MP Adrian Candu questioned the legality of the April 26 sitting of Parliament. “The Constitution provides that the posts of head of state and Prime Minister are held on an interim basis, but it says nothing about the post of Head of Parliament. We are now in a legal vacuum,” he stated.
The bill was adopted by the votes of 60 lawmakers.
