The so-called "supreme soviet" in Tiraspol registered a "draft law" to amend the "contravention code", with the aim of introducing penalties against foreign journalists, including those from the right bank of the Nistru. The Promo-LEX Association formulated a public appeal about the new repressive measures proposed by Tiraspol, including fines of up to 160 lei for individuals and of 300 to 800 lei for persons with positions of responsibility. The association noted that both freelance journalists and those working for media outlets will be affected, IPN reports.

The Transnistrian regime argued that such an initiative is necessary to "combat disinformation" and "prevent destructive opinions" about the Transnistrian institutions. The explanatory note to the "draft law" says that unaccredited journalists pursue foreign interests and spread information that undermines the population's trust in the Transnistrian institutions.

Although the regime in Tiraspol demands that journalists should obtain accreditation, in practice it constantly refuses to grant it, invoking the "risk of terrorist attacks".

The Promo-LEX Association publicly calls on the constitutional authorities, diplomatic missions, the OSCE Mission to Moldova and the Office of the UN High Commissioner for Human Rights in Moldova to request, through the existing communication channels, the immediate and unconditional cessation of all abusive initiatives and actions undertaken by the Transnistrian bodies against journalists, to impose conditions for granting aid, benefits and funding to the Transnistrian region,  to ensure effective respect for human rights, including the right to free movement for journalists, and to strengthen efforts to effectively deal with cases of serious violations of fundamental human rights in the Transnistrian region.
