Prime Minister Iurie Leanca on September 25 announced that the Government assumed political responsibility before Parliament for a new package of laws. This means that the laws will be considered adopted without them passing through Parliament. The Head of Government said the package includes seven important bills whose adoption cannot be delayed and this decision is supported by the colleagues from the government coalition, IPN reports.
Among the seven bills is the bill to amend the state budget so as to be able to pay compensations in agriculture, to purchase crude oil for winter and to supplement the road fund. “We made commitments to our international backers and pledged to increase the Ecological Fund for implementing projects to build water supply and sewerage systems, and this is a priority of the Government,” said the Premier.
Another bill refers to the Government’s promises made to fruit and vegetable growers and producers concerning the fiscal vacation granted until November 30 and the exemption from paying excises on distillates made from wine in Moldova.
The third bill offers the National Bank of Moldova and the Ministry of Finance the instruments needed to intervene in case of necessity, given the regional risks to which the financial-banking system is exposed.
Iurie Leanca announced that the efforts to ensure the energy security and the stable supply of heat and to increase the efficiency of thermoelectric companies will be continued. One of the seven bills concerns the taking out of a loan of UD$40 million from the World Bank. In October, Minister of Economy Andrian Candu and Minister of Finance Anatol Arapu will go to the U.S. to initiate talks on this subject.
“The assumption of responsibility is a procedure by which we ensure promptness and efficiency in governance and it does not mean that there are misunderstandings inside the executive or the government coalition. On the contrary, by such an act we show we know our responsibilities towards the people and take our obligations seriously,” said the Prime Minister.
If Parliament later opposes at least one of the bills for which the Government assumed responsibility, the Cabinet will have to resign. A censure motion can be submitted within 72 hours.
On July 21, the Government assumed responsibility for a package of 11 laws which the legislative body could not adopt by the end of the spring-summer session.
