Trade unionists submitted proposals for the government program of the future Cabinet. Among these are to ensure the constant functioning of the Tripartite Commission, to adopt a complex approach to the methods of eradicating underground economy, to gradually rise the salaries and settle the salary arrears, to verify the authenticity of the new electricity and natural gas tariffs and to provide compensations to the socially deprived groups, IPN reports.
In a communique, the National Confederation of Trade Unions says that in order to improve the work of the National Commission on Collective Consultations and Negotiations, on behalf of the Government this commission should include the ministers of labor, economy, finance, justice, education and health, whose areas of competence are directly related to the subjects discussed in the meetings. The commission’s meetings should be held on a regular basis and normative documents referring to labor and the socioeconomic sector should not be adopted if they hadn’t been coordinated with the commission in advance.
Solutions are also proposed for fighting the underground economy and unofficial payment of salaries. It was underlined the necessity of amending the Penal Code and the Code of Administrative Offenses by raising the fines for the overdue payment of salaries and for unofficial payment of salaries. Among other proposals of the trade unionists are to reform the pay system and set one minimum national salary equal to 50-60% of the average salary in the economy, with its subsequent indexation to the consumer price index, and to promote fiscal policies that would reduce the tax burden on private individuals with low incomes.
The trade unionists also demand amending the legislation on pensions so as to standardize the mechanism of setting pensions for all the recipients, working out a common and simplified formula for calculating the pension, hastening the adoption of the national program on security and health at work, optimizing the costs of the mandatory health insurance funds and improving the quality of medical services.
